Conclusion

In my opinion, despite all the militarisation and reallocation of resources as well as manpower into war production, WWI still cannot be considered a total war. This is due to the fact that the policy of total war is very much theoretical as it is not possible for a country to fully mobilise all its available resources and use it to wage an all-out war. If a country were to do that, her economy would be vulnerable to a collapse because all her funding would be used to fight the war. This will result in severe political, economic and social problems.
